Why a Stabilisation Force?

"It is a well-known historical fact that the army remains the most important factor of instability in Guinea Bissau, using violence with ease to effect control over other branches of the state for its own sake. It is the same old guerrilla force that fought the Portuguese colonial power since the 1950s under the leadership of Amical Cabral that constitutes the bulk of the armed forces, ill-disciplined and without any socio-economic survival alternative. While a number of reforms have been initiated, none has so far produced the expected outcomes. Bearing this in mind, one could argue that although the president of Guinea Bissau had strategic considerations in nominating the new chief of the army, that is to gain control of the army in order to reinforce his authority, his appreciation of the situation failed to anticipate the reaction of the international community. In fact, it clearly appears that the president does not have the necessary leverage to impose his authority on the army and the country. For, if he was not able to allow Indjai to take over from Zamora forcefully as the new army chief of staff, it is highly likely that Indjai's next move could be to depose him if not to physically eliminate him.

This background is necessary in understanding the context in which President Sanha calls for help. President Malam Bacai Sanha found himself locked in a power game, which keeps the country and the reform process hostage. His call for the stabilization force acknowledges that the balance of power is not in his favour and this could be an impediment to the successful post-conflict reconstruction in spite of all his good political will. Perhaps, rather than pointing at the failure of the political and the military elite, or his inability to rule the country, this call should be taken seriously, its contours clearly defined, the mandate specifically crafted and the timeframe strategically assigned. The army has agreed to welcome that force provided that it is approved by parliament and that sufficient details are given to the military hierarchy on its structure and mandate. However, this stabilisation force will be useless if it is not incorporated in a revised and adapted post-conflict reconstruction programme that creates the framework for the development of an effective state administrative capacity, a coherent socio-economic plan and an incentive for security sector reform. One of the contentious issues with regard to the latter is the absence of a plan to resolve the perennial problem of war veterans. The authorities in Guinea Bissau have identified nearly 6,000 military veterans, according to a recent census as part of a push for security reforms aimed at ending a cycle of coups by an overly-powerful army. According to the Defense Minister, Aristides Ocante Da Silva, the census will allow the country to have a reliable database to better manage the conditions of war veterans. Better conditions, it is hoped, will encourage veterans and older servicemen to leave the army, which many are reluctant to do, and help the country to meet its demobilisation targets. The goal is to reduce the size of armed forces from almost 4500 to 3440 men to be in conformity with the number set by donors (nota minha: para ser mais correcto o número não é determinado pelos doadores mas antes pelas próprias autoridades da Guiné-Bissau conforme Documento de Estratégias Nacional aprovado na Assembleia Nacional Popular em Janeiro de 2008) in the context of reforms of the armed forces."

À beira-rio em Cacheu

Cacheu já foi grande. Hoje está meio abandonada. Foi a primeira feitoria estabelecida pelos navegadores portugueses na África ocidental e a primeira capital da Guiné portuguesa. A sua fundação teve lugar em 1588 e serviu de entreposto para o comércio de escravos. Para esse efeito foi criada em 1675, a Companhia de Cacheu. A zona esteve dependente de Cabo Verde até à criação da província da Guiné Portuguesa, em 1879.

Os vestígios da época colonial já não são muitos e acompanham a degradação geral da cidade. O fortim é o ex-libris dessa distante época. O estado de degradação da sua estrutura é bem visível e nada parece estar a ser feito para que o mais provável não aconteça. O que nos leva a imaginar que brevemente também este património histórico desaparecerá.

Na cidade podem encontrar-se ainda algumas casas coloniais, a Casa Gouveia e o armazém de frutos. Infelizmente também sem grande futuro à vista.










A cidade costeira de Cacheu situa-se no noroeste da Guiné-Bissau, na margem esquerda do rio com o mesmo nome. O seu centro urbano conta actualmente com pouco mais de 15000 habitantes.

A padroeira de Cacheu é Nossa Senhora da Natividade.

Fim anunciado

Hoje à tade, pelas 16h, na Delegação da União Europeia em Bissau, será lida a tradução para português do seguinte comunicado de imprensa:

"The EU's security sector reform mission in Guinea-Bissau (EU SSR Guinea-Bissau), having completed its mandate, will close down on 30 September 2010.

Launched in June 2008, the mission has provided advice and assistance to the local authorities on security sector reform (SSR) in Guinea-Bissau. The mission, which was conducted under the Common Security and Defence Policy (CSDP), notably assisted Guinea-Bissau in developing a complete package of basic laws and some secondary legislation. The Guinea-Bissau authorities now have a solid legal framework to start implementing the national SSR strategy, restructure the Armed Forces and establish new police bodies. Specific projects have also been prepared, in cooperation with the European Commission and other international stakeholders, and are now ready to be presented to international donors for funding.

Although the mission has achieved significant results, political instability and the lack of respect for the rule of law in the country make it impossible for the EU to deploy a follow-up mission, as originally foreseen, without compromising its own principles.

Following the mutiny of April 2010, the EU repeatedly expressed its concern regarding the violation of constitutional order, illegal detention of civilian and military leaders and impunity of perpetrators. The EU intensified its political dialogue with the Guinea-Bissau authorities and asked for clear signs of commitment to the principles of the rule of law. The recent nomination of General Antonio Indjai to the post of Chief of Defence Staff constitutes another setback to the process of democratic consolidation and confirms that the conditions for deployment of the new mission are not met.

The EU remains firmly committed to security, stability and peace in Guinea-Bissau. It will join forces with other stakeholders, notably with the Economic Community of West African States (ECOWAS) and the UN, and continue to accompany security sector reform with an appropriate set of instruments, on the basis of national ownership and accountability. Nevertheless, the EU is convinced that its support to Guinea Bissau must be matched by an unequivocal commitment on the part of the national authorities to a real respect of democratic principles, human rights and the rule of law."

Estabilização com força internacional

"As autoridades políticas e militares da Guiné-Bissau concordaram, hoje, com o princípio da vinda de uma força de estabilização, disse à imprensa um porta-voz da presidência guineense. Em declaracões à imprensa, à saída de uma reunião do Conselho de Defesa Nacional guineense, presidida pelo Presidente Malam Bacai Sanhá, o porta-voz Soares Sambu afirmou que essa decisão havia sido tomada e que seriam agora iniciadas as formalidades necessárias.

Segundo Soares Sambu, a aceitação da futura força vem na sequência dos apelos nesse sentido feitos à Guiné-Bissau nas recentes cimeiras de chefes de Estado e governo realizadas na cidade de Sal, Cabo Verde, na cimeira da CPLP que se realizou em Luanda, Angola e as decisões da cimeira da União Africana, que se realizou em Kampala, Uganda.

"O Presidente está tratando de criar consenso e tentar difundir toda a informação relativamente às principais decisões em relação à Guiné-Bissau, particularmente em relação aos esforços que estão sendo desenvolvidos junto à comunidade internacional na mobilização de apoios para o processo da reforma do setor de Defesa e Segurança", indicou o porta-voz da presidência guineense.

Questionado pela agência Lusa sobre o mandato e a composição da futura forca de estabilização da Guiné-Bissau, Soares Sambu afirmou que, por enquanto, essas questões ainda não foram definidas.

"Ainda há algumas etapas a serem percorridas, isso requererá um processo interno que vai ter que ser realizado. O Estado-Maior General das Forcas Armadas vai ter que reunir, os resultados dessa reunião vão ser transmitidos ao Executivo que, naturalmente, vai deliberar e, por fim, submeter a sua deliberação ao Parlamento e depois o Presidente promulgará a decisão que sair dessa instancia", disse Soares Sambu, conselheiro político e diplomático do Presidente guineense.

O porta-voz da presidência não soube dizer se a força estará na Guiné-Bissau antes do final deste ano, no entanto, Soares Sambu notou que o trabalho para a sua vinda vai ser iniciado brevemente.

"O formato nem está ainda definido (...). Diferentes missões, quer da União Africana, CEDEAO e CPLP virão ao país e com as nossas autoridades políticas e militares vai ser definido um conjunto de questões em relação ao mandato, ao formato, quero dizer, um conjunto de questões militares, que eu desconheço neste momento", sublinhou Soares Sambu."
